You cannot directly upgrade Mac OS X 10.1 with 10.4. You can do an Archive Install (which preserves your users and some settings and home directories), or you will have to wipe the disk of the system you are installing on.

The earliest tools I could find were the december 2002 dev tools that require 10.2.
