HEADER_SEARCH_PATHS problems

Has anyone else ran into problems where Xcode munges the
HEADER_SEARCH_PATHS settings and creates new settings like
HEADER_SEARCH_PATHS_QUOTED_1 for particular paths?  I have projects
checked in to perforce and as soon as I mark it for edit and open it
up in Xcode, the paths get changed.  It makes diffing changing
cumbersome and has even caused the new project to fail to build on
another machine.  I have also seen this with the library and framework
search paths as well.

If you have run into these issues, do you know of a way to avoid them?
