I think the "excuse" is likely the usual one: engineering triage.
Here's a hypothetical conversation at the Xcode development department:
Engineer: Hey, Mr. Manager, my girlfriend just got turned into a
frog, so I've got some extra time this week. What should I work on?
Should I improve the speed of the Xcode editor when dealing with
large files? Or should I work on newFeatureA, B, or C? Or should I
fix bugA, B, or C?
Manager:
Well, only 1% of our users are reporting an issue with large files,
and they always can use an external editor in the few cases where
they really need to (if they don't control the source code). So even
though that's a very important issue, if we were able to get
newFeatureB implemented in time for release 2.4, that would increase
the productivity of 64% of our users. And fixing bugC would similarly
improve life for 85% of our users. So leave the editor as it is for
the moment and continue with your investigation into the implications
of your proposed fix for bugC. Once that's finished, go back to
implementing newFeatureB.
