Nitpick, but I got two. I don't remember what they were labeled, but I
definitely have a pair of Tiger DVDs, easily distinguishable by the X.
Came with my Powerbook, and I've never bought a Mac OS by itself...

DVD which came with your machine if you do not have it.

But to be honest, you don't want to be doing any development (or, in
fact, anything) on pre-10.2. It's just too painful.
Even PPC Linux has got to be better. But then, if you actually have to
sell the software, you'll want a new Mac OS. Really:
