The situation has been this, as far as I can remember: - Latest versions of Xcode Tools/Developer Tools - Tools on separate CD in box for retail versions (not the case for Tiger, where you just get one Install DVD) - Tools in /Applications/Installers on new machines - /Applications/Installers can be restored using the System Restore DVD which came with your machine if you do not have it.

But to be honest, you don't want to be doing any development (or, in
fact, anything) on pre-10.2. It's just too painful.
