They did. At least in the ADC Developer Mailing.
What I can't say is if the Developer Tools CD came with the OS CD in a
normal distribution with a typical machine. It may be that the Developer
Tools CD was only distributed by Developer Mailing, or by special order,
and the ADC download was the only other distro. All I have to go on is the
dev mailing.
I just looked for a Project Builder download on ADC, too, and didn't find
one. In fact, I didn't find anything downloadable that came before 10.2.
The tools, OS updates, SDKs, etc. only appear to go back to 10.2. There
may be something in some older "legacy" download, but I didn't see it.
As an Apple-supported development platform, 10.1 appears to be at one with
the sands of time, or cavorting with the unicorns, or frolicking in the
Elysian fields.
So if one was intent on using 10.1 with no other expenditure, the only
options I can think of are older versions of freely available development
systems. Those might not be easy to find either, even befriending Google.
