I have no idea what the Flash 8 IDE or Flash in general expects shared
library format wise but I assume it supports the standard Mac OS X
dynamic libraries.

To compile that code under Xcode I believe you should start with a
Carbon Dynamic Library project template then add in the .c and .h file
removing the any template provide files you dont need.
