What do the logs say? If there aren't any, up the logging level in
/etc/smb.conf, or (if you know launchd) changing
/System/Library/LaunchDaemons/nmbd.plist to get launchd to log more
info.
Have you tried running
/Developer/Applications/Utilities/CrashReporterPrefs and setting the
mode to Developer? This would allow you to attach to nmbd if it's
crashing, presumably.
It may not be crashing, of course, and be simply refusing to run
'cause a dependency isn't around yet, causing launchd to restart it
over and over.
This is getting pretty off-topic for the Xcode list, though..
