No, the worst case is that one spends valuable time writing up a
bug, it
gets marked duplicate, then one's never told it's fixed because Apple
doesn't tell us when duplicates are fixed!

master gets fixed.
I agree that it is unfortunate that owners of duplicated bugs are not
notified when the master bug is fixed. I'd send feedback to Apple
Developer Relations that you'd like to see duplicate bugs get notified
when the master is fixed.
If one knows an Xcode bug has already been reported, I think it's a
much
better use of one's time to report unknown bugs.
You are assuming that every duplicate bug is completely covered in the
master bug. This is very often NOT true. Many times duplicates provide
additional information that may be crucial to actually fixing the bug.
