Project settings vs. target settings

Sorry if this has been covered before, but I just joined the list.
What is the relationship between the build settings for the project
(cmd-i on the project icon inside Xcode) and the build settings for a
target (cmd-i on the target inside Xcode)? Some of the settings seem
to track between the windows, but some don't. For example, my
application needs to have -lcrypto set in its linker flags and
somehow this flag got deleted from my linker settings when I moved my
project between machines. When I tried to build my application on the
new machine, I got linker errors and noticed that the -lcrypto line
was gone. I put it back in, but I wasn't paying attention when I did
it and accidentally set it in the project's build settings and not
the target's. The app still wouldn't build and that's when I noticed
that the project and target settings could be different.
I'm puzzled that I hadn't noticed this before and even more puzzled
that I don't understand the difference after all this time using
Xcode. Can anyone help me get a handle on this?
