[Config Files]Include levels

The docs hint at this, but...

I tried basing my target on a.xcconfig, which included b.xcconfig, which included c.xcconfig, and c.xcconfig never got read. When I made a include b, then c, it was read.

Is it by design that a config file can only include one additional level of config file, or is this a bug?
