XCode Localization limitation

Is it a feature or a bug that you can't add a localization for a .strings file if you don't have a English.lproj folder?

Example:

o A toto.strings file exists in a French.lproj folder.

o This file is added to a XCode 2.2 project.

o If you select the toto.strings file in the Groups & File list, display the Inspector, click on Add Localization… and select English as the new localization, nothing is done.
