Does the paid ADC membership include pre-release versions of XCode? I am new to mac development and I would really love to have access to pre-release versions of software to test but it's hard for me to justify the cost right now. Is it worth it?

Why on earth would you want to confuse your learning of Mac development with pre-release software? Learn in a stable environment, which you can ask questions about (pre-releases are NDAed).
