The part about being active by default surprises me. I had thought
that was no longer the case.
Yeah, it was left defaulting to on a while back since a number of
users were still targetting 10.2.x. However, we really should look at
swapping the default behavior in the future.
Currently, the general recommendation is to always turn off prebinding
if you are targetting 10.3.x or later unless you have solid
performance results that show it is necessary.
