Could someone please explain the reasoning behind this.

I could say: "A delta update for Mac OS X would be a nightmare for both the endusers and the Mac OS X team". Isn't Mac OS X bigger than Xcode, and aren't endusers on average less competent than developers? Apple has a lot of experience in managing delta updates, I think.
