Is there a way to have Xcode manage Makefiles for an external makefile target?

It can edit them and invoke them for a Build or Clean, and xcodebuild can pass any build action to them, but Xcode neither interprets nor can automatically modify/update a makefile.  If you have an external target, the makefile is entirely your responsibility.
