There is a DevDocumentation.pkg as part of the Developer Tools installation. To get this installed in your circumstance, you are probably going to need to remove the receipt for the package first:
/Library/Receipts/DevDocumentation.pkg
Thank you. This was the missing item.
Also, is it necessary to do the Java indexing in order to use library, or does it simply add the Java look-up files? I don't program in Java.
