There is a DevDocumentation.pkg as part of the Developer Tools
installation. To get this installed in your circumstance, you are
probably going to need to remove the receipt for the package first:
/Library/Receipts/DevDocumentation.pkg
It should also work, as mentioned in another response, to download
the package from the ADC Member site and install it.

How can I re-install ADC reference library?
ADC reference library was accidentally deleted.
I couldn't find an ADC reference library download in ADC, so I
hoped it would come in when I ugraded Xcode to 2.4.1.
That didn't restore the whole ADC reference library. It just added
two gcc folders within a couple of folders.
I didn't find help in the Xcode archives.
This should be fairly simple, but I'm stalled.
Also, is it necessary to do the Java indexing in order to use
library, or does it simply add the Java look-up files? I don't
program in Java.
