Well I would file a bug on this, and if you had a test project that
showed the problem that would be great. It would also be nice to know
if the settings are only missing when first adding the cpp file or if
they never show up after closing and re-opening the project.

Are those implementation files part of the target you are looking
at?
The way this currently works is that the target build setting
inspector looks at the files that are part of the target
inspected to
determine the settings to show. For the project build settings
inspector Xcode looks at the union of files in each target in the
project to determine the build settings to show.
The key in either case is that the files have to be part of a
target
to be considered.

An option to enable all possible settings would certainly be
