No, you need Select ($500) or better.
Strictly speaking, I believe you need a seed key, and a paid
membership comes with five seed keys. A seed key asset can be
transferred to an online ADC member under very specific circumstances:

Personally, I think anyone who files bugs that have been fixed should
be entitled to seed versions of the OS. After all, how else are you
supposed to tell Apple if they've fixed the bugs you reported when
they ask you to confirm the fixes?
