That is probably your best bet, getting the XCode IDE from the Apple
Store,
(assuming one is located near you). You go there, log in and request a
"Genius session" and wait until an Apple Store rep assists you.

I just upgraded to broadband and had similar problems. What I did
was go to the Apple store once in a while. They let me use my
developer account to download the current version and then burn it
to a DVD. All I had to do is bring in a blank. Hope you live
near an Apple store.
