You can hand edit them in XCode or use:

    /Developer/Applications/Utilities/Property\ List\ Editor.app/

to edit with a different representation

thank you! the problem was that the project I was using didn't have a plist at all so the info wouldn't come up in xcode. after using this utility I could go back to editing it there
