AFAIK control-tab is a Microsoft-ism. It certainly *isn't* a "universal and fundamental UI convention", however used to it you might be.


Anyway, try Command-` instead (you can see shortcuts like these in the Keyboard Shortcuts tab of the Keyboard & Mouse preference pane). You can even rebind it to Control-Tab if you really want.
