No. That is a general issue that is not appropriate for Radar.
But you should file a Radar for each *specific* issue that you notice.
The point is that you noticed these specific bugs and you need to
explain in what specific circumstances they occur. Maybe they aren't
rare and they occur in lots of circumstances, but you still need to
point them out. Nobody is likely to go through all contextual menus
in Xcode and test them in all possible circumstances in response to a
general bug. Bug fixes will be applied to specific issues, so you
need to report specific issues.
