I don't think there's any ideal solution for managing 40 files if
you're actively working in all of them, but does seem that it would
help if you could have any number of windows open, with each used to
edit one or more files of your choice.

That is what I really want. I have a 30" display but can only see
one file
at a time, and even on that big display there is a limited about of
vertical
real estate. Having multiple windows with tabs ala Safari would be
better
for making good use of the available screen space.

If I recall correctly, you can open multiple editors by double
clicking on the files in the list. There are also some shortcuts to
go from one file to the next.
Cmd Opt Left Arrow: switches to the previous file.
Cmd Opt Right Arrow: switches to the next file.
Cmd Opt Up Arrow: switches to the currently open files counterpart
i.e. if file open is foo.cpp then this would open foo.h.
You can also have more than one file currently viewable in the same
window by splitting the view and switching to a different file in the
second view.
