No, and it wouldn't be a good idea to use it if there were. No Intel
Macs support 10.3, so even if you could build an UB using your
PowerPC running 10.3.9, you'd have a binary that runs under 10.4 on
Intel Macs, and you couldn't test for issues related to either (Intel
or 10.4), and trust me, you'll want to do that testing.
I'm well aware that some people are reluctant or unable to invest in
an Intel Mac when they have a perfectly useable PowerPC Mac, but
anyone who even thinks about releasing a UB product without having
both PowerPC and Intel Macs on which to test it, as well as any
versions of the OS it supports, is just asking -- nay, begging -- for
trouble.

I'm not sure what this means. "Still upgrading" implies you're in the
middle of an ongoing process. Are you in the process of upgrading to
10.4 or in the process of upgrading to a new Mac?
