Re-read the Xcode User's Guide, specifically the section detailing how
build settings are applied. It gives a very thorough explanation of
how build settings are evaluated through the different layers
(defaults, project, target, executable) -- a much better explanation
than anyone can/will give here.
Once you've got that down, the menus do exactly what they say they do.
So you're correct.
