My thinking is that the latter two are specific to either the
active target or active executable whilst changing settings in the
first would affect the "whole" project. Is that right?
Yes, project settings affect the whole project. But are overridden by
target settings. (Many people, including me, forget to look in both
places.)
Executable settings don't affect how things are built.
