If I understand you correctly, you would simply delete the target setting,
so the project-wide setting would then be in force.
A setting defined or overridden at the target level will appear in bold. A
setting inherited from the project level will appear in normal (non-bold)
text.
This isn't unique to optimization; all Xcode settings work this way. Some
have a "not set" or undefined state and others don't. But in all cases, if
you delete the target setting, it will inherit from the project level. I'm
pretty sure this is covered in the Xcode user manual, where it discusses
settings and the hierarchy of inheritance and overriding.
