Does it work if you use the Check Now item on the gear menu before
attempting the update?
No. I tried both
gear > Documentation Set Update > Update all Documentation Sets Update
gear > Documentation Set Update > Check Now
I do remember that the first time, it ask for a login and passowrd a
couple of times. Now it no longer asks. It does ask for a password if
I press the Get button next to a set, I guess since it's the first
time installing that particualr set.
Does xcode need to acces a passowrd protected seciotn the
developper.apple.com ?
Any link to my problem ?

No update seems possible. It does say that updates are available
for Core Reference, Dev Tools and Webobjects. It also shows a get
button next to 3 Java docsets but, none work.
all i get for all my attempts is
Failed to download documentation package for Core Reference
Library. file doesn’t exist

But I just wanted to mention that the automatic update feature

nothing happened. I finally had to update manually.
At least you can update manually. I can't update at all. Clicking
Gear->Documentation Set Updates->Update All Sets Now does nothing.
I'm still stuck with revision 200 of my docsets.
