I guess the bug is that Xcode does not ask again if the password is wrong and just reports that the file is missing !

We've seen this as well, and I believe we'll have a better error message for this case in the future.

Well, it seems I found something.

Remebering that I was no longer beign asked for the password to the developper area on apple.com, I delete xcode preference file, com.apple.Xcode.plist and deleted all the entries in my keychain that related to apple.com.

I the started Xcode, was asked to provide a password and after that, things started to download !

No update seems possible. It does say that updates are available for Core Reference, Dev Tools and Webobjects. It also shows a get button next to 3 Java docsets but, none work.

all i get for all my attempts is

Failed to download documentation package for Core Reference Library. file doesn’t exist

But I just wanted to mention that the automatic update feature does not
work. I set it to update daily and automatically and left my machine running
for a couple of days after the original December update was released, and
nothing happened. I finally had to update manually.

At least you can update manually. I can't update at all. Clicking Gear->Documentation Set Updates->Update All Sets Now does nothing. I'm still stuck with revision 200 of my docsets.
