Thank you all for your very informative replies! You've all been
very helpful and pointed me to some great software. A few questions I
still have:

It is pretty cheap at $129, but you can actually download the full
version, develop some simple 3D images, and save them as icons
without having to pay the registration fee.
How exactly do I save the 3D images as icons? I tried the "export"
option, but I can only choose various 3D formats to save in, and if I
render and save the image it's got a solid black background. Is there
any way I can set that to be transparent, or should I just use some
other image editing software to make it so?

True. It really depends on your needs. I looked around at various
packages of readymade icons for my last release and there just
wasn't anything anywhere near suitable available. I tried a couple
of cheap designers and was very disappointed with what they were
sending me. I finally bit the bullet, hired a well-established icon
design company and ended up with some really nice stuff.
My main point, though, was that you probably shouldn't try to do
them yourself. Even more so IMO if doing them yourself means buying
software and learning to use that software.
Yeah, I'm not expecting the icons I produce to be professional grade,
I was mostly interested in generating some development placeholders
that can at least get the general idea across. If I also decide to
"bite the bullet" and go for the good professionals, what price scale
would that be? Thousands of USD?
Thanks again,
Seth
