yep. the best "icon creation tool" is a professional designer. unless
you're graphically inclined, your efforts will be a poor second at
best.

there is a list of designers somewhere under
http://macsb.ironcoder.org/, although the site seems to be down right
now.

I have actually mailed everyone on that list, and the first half are
almost all way too busy/have exclusive arrangements/etc.

Try people on the second half for a better response. They all seem to
be pretty good, and fall broadly into two categories: expensive
professional shops, and reasonable or cheap pros/semi-pros. Turnaround
and responsiveness is not what it might be with the latter category,
although they are a lot cheaper.

Surely this is OT for Xcode users at this point ...

Depends on how many icons you need and how much the artist charges
for an icon. If you need an application icon, a few document icons,
and a bucketful of toolbar icons, then it could cost thousands
depending on whom you hire. If you need an application icon and a
half dozen toolbar icons, then no, not thousands. IIRC, I needed two
application icons and about 35 toolbar icons. They were a serious
investment, but I was happy with the result. I would never have been
happy with what I would have been able to do, and I saved myself
untold hours not trying to do them myself.
