How do I use the 10.3.9 SDK? Seeing as though I'm running 10.3.9
already wouldn't all the frameworks be set up for 10.3.9? Or is there
something I'm not aware of that I should be using?

Hmm, I bet it will work if you use the 10.3.9 SDK, I don't think the
frameworks in the SDK have references to dynamic gcc libraries (but I
don't have a Mac in front of me to check).
