How do I use the 10.3.9 SDK? Seeing as though I'm running 10.3.9

Try selecting the 10.3.0 SDK. Select your project in Xcode 1.5's Groups & Files list, open an Info window (Cmd-I), select the General tab, and in the Cross-Develop Using Target SDK menu select "MacOSX10.3.0". This SDK should have the libraries which shipped with 10.3.
