Unfortunately, I apparently didn't choose to install any SDK's when I
installed xcode. At least I'm not give any option (other than "Current
OS") to cross compile with. I've tried looking for the xcode 1.5
installer to download but with no luck. Do you know where I can find
it or at maybe just the SDK?

Try selecting the 10.3.0 SDK. Select your project in Xcode 1.5's
Groups & Files list, open an Info window (Cmd-I), select the General
tab, and in the Cross-Develop Using Target SDK menu select
"MacOSX10.3.0". This SDK should have the libraries which shipped with
10.3.
