can't debug, "exited with status (11)"

When I try to debug a certain project with Xcode 2.4.1, it immediately stops and the status line says:

<app name> exited with status (11). The Debugger is still running. Use 'Restart' to debug again.

The Restart icon is dimmed. If I just "build and go", the app runs fine. I've tried cleaning the project and restarting the computer.
