Just to reiterate, anything about Leopard that isn't discussed
publicly on Apple's web site is under the nondisclosure agreement you
had to sign to get your starter kit. That means you can't discuss
anything about it in public (including Apple's mailing lists) or even
ask questions about it in public (including Apple's mailing lists).
These lists are public because no one has to sign an NDA to join
them. If you continue to ask these kinds of questions on lists I'm
confident you'll be getting some kind of warning from someone at
Apple who will sound very serious. ;-)

Using the Leopard starter kit to break into Mac OS X development (if
that's what you mean by the previous statement) is not a good idea
IMO. Speaking from past experiences:
- Leopard is buggy and/or incomplete, as evidenced by the fact that
Apple has postponed its release until (I think) November. That would
apply in my mind to both the tools such as Xcode and the OS in general.
- It's under NDA, which means you can't ask questions about anything
specific to Leopard on Apple mailing lists.
- None of the new stuff is documented in any publicly available
resource, and if history is any indicator, good documentation may not
be available at all for a while for something new to Leopard.
If I were just getting started on Mac OS X development or even using
Apple's tools, I would not want to do so under those constraints. It
will be challenging enough without having to deal with stuff that
doesn't work and no one to ask when you have questions. Use the
current set of tools provided in Tiger to get up and running instead,
and transition to Leopard once you're comfortable with what we have now.
