Hello,
I am not a lawyer, neither do I play on on TV or YouTube.
But I do not see how the development tool relates to this. You are
not distributing copies of Xcode, Interface or Cocoa -- all you are
distributing is your very own work, which you can put under GPL or
any other license as you please.
There are many, many example of Cocoa code being released under GPL.
To add to the above, I do not work with Apple, but I am sure Apple
has absolutely no problem -- provided, that you simply distribute
your own work
