I changed my path in ~/.bash_profile to leave out the fink directories
and retried the xcode installer. It worked.

This is a known bug in the CHUD installer that is currently under
investigation. For now, I recommend turning off CHUD in the
Developer Tools installer, then downloading CHUD separately from
developer.apple.com and running its standalone installer.
