Can't open NIB from custom template project

I'm trying to create a project template using Xcode 2.4 on Mac OS X
10.4.10. When I create a project from the template, I am unable to
open the NIB file in Interface Builder. Console output reports the
following:
2007-11-03 10:09:26.079 Interface Builder[11220] IBObjectData and
DocumentInfo don't have the same Target Framework (null) vs
IBCocoaFramework

I grepped the entire project. IBObjectData only exists in the
keyedobjects.nib contained in the MainMenu.nib package. Nothing
contains any references to DocumentInfo.
What does this output indicate as to why Interface Builder can't open
the NIB file?
