I have noted this same problem with pre-existing subversion sandboxes
(svn+ssh in my case). I think the problem is that Xcode only seems to
work with sandboxes checked out via the Repositories window, which is
incorrect.

If you just want to access a local repository then just enter the
path
to the repository as a file:// URL into the URL field and press
return, e.g.:
file:///Users/YourUserName/Development/SVN/YourRepository
