The line that seemed ambiguous to me in that was:

"They are now located in the developer directory�s
Library/Xcode/ folder."

"developer" isn't capitalized and "directorys" is neither
quite the plural form (directories) nor the possessive form
(directory's).  And where is "the developer directy" now? 
There should either be an explanation right there that the
"developer" or "Developer" directory is at a specific
absolute path or that it can be placed at any of a number
of locations in the tree (trees if you have multiple
storage devices usable for this purpos) with several
examples of valid places in the form of complete absolute paths.

You maybe should read the Xcode 3 release note... (even reading only the ten first lines will give you the answer ;-)

The Xcode Developer Tools will install by default into /Developer, but you may choose to install Xcode 3.0 anywhere on the system.»
