If you go to the View menu and choose "Customize Toolbar", you can drag it further to the left, preventing it from disappearing on narrow windows.
That, of course, is the right answer, and I only realized it hours after posting.

Or you can use the even righter answer: the contextual menu for toolbar items has a Keep Item Visible option (which overrides the NSToolbarItem's visibilityPriority, setting it to NSToolbarItemVisibilityPriorityUser = 2000). This was the case in Tiger, too.
