Indesign plugins have a very complex compilation environment.
There is a new, xcode based environment for CS3, but adobe
chose not to retrofit their old CW9 based environment for CS2.

.. My advice is to assume that adobe had good reason.  You'll be
buying your own world of troubles if you try to invent your own
compilation environment.  You'll certainly not save any time or
money.
