I've also seen an addition sign '+' as well.

I don't recall seeing this in OS X versions prior to Leopard, but
maybe I just wasn't paying attention.
It means that there are additional permissions (Access Control List,
or ACL) on that file.
Use "ls -l@" to display them.
A better answer is that there is "metadata" associated with the file.
Some of this data could be ACLs.
