I installed Leopard as an upgrade to an existing Tiger install, then added
Xcode 3.0, and my man pages are all up-to-date. Heck, they were up-to-date
before I installed Xcode 3.0. Something must have gone wrong with your
basic OS installation.

The only thing I can think of is to reinstall the OS using "Archive and
Install", then follow that with a Combo Update to 10.5.2, which you should
download BEFORE reinstalling unless you have it already.
And it should go without saying, but I'll say it anyway: Make sure you have
a good backup of your valuable data before attempting such a major change.
