I thought that this had changed in Xcode 3.0, but maybe it was 2.5.
Anyhow, IBPalettes are dead and have been replaced by IB Plug-Ins.
There is much documentation that still refers to creating such an
Xcode project, yet no mention of a replacement.
Well, yes, I have seen a few things in Xcode documentation have not
been updated for 3.0. I believe the correct answer to this is "File a
bug."
Also, while I'm on a roll, the three /Developer/Examples/
InterfaceBuilder sample code projects that demo palettes do not
build anymore. They all reference the InterfaceBuilder.framework
under the /System/Library tree, but it is no longer there. There is
one in the /Developer tree, but even changing the Xcode project
files to refer to that framework does not allow the build to complete.

Maybe the same thing is in your Xcode Help, but you know it's always
easier to reference 'em on the ADC website.
