If the activation and/or ongoing phone bill is a concern, you
could buy an iPod Touch for development. It's basically an iPhone,
but without the actual phone hardware. It runs the same software
though, and uses the same development kit.
It doesn't have a GPS, and it doesn't have a microphone.
And it doesn't have a camera!
And the CPU is significantly faster, making it useless for testing app
performance.
