File keeps getting reinterpreted as Mac OS Roman

My file(s) is UTF-8, and I can set it to that, but every now and again, I open it and Xcode thinks it's Mac OS Roman.

Any suggestions to keep it always UTF-8? The default in Preferences is already UTF-8.
